The CPG Program’s Cyber and National Security Research Fellows Program is focused on solving today’s critical issues.  Our Research Fellows Program brings leaders and experts from academia, industry, and government together to collaborate with our students and faculty to address the varying Cyber and National Security concerns faced by organizations and to provide timely solutions.  The Cyber and National Security Research Fellows Program’s activities are highlighted by our research, newsletters, professional and academic events, and the news media.

Dr. James Burrell, Ph.D., is a highly accomplished leader with distinguished service as a senior federal government executive, corporate c-level executive, and academic professional.

Dr. Scott Parsons, Ph.D., is an Assistant Professor of Philosophy and Ethics at the United States Military Academy at West Point. He has served in strategic, operational, and tactical assignments for over 20 years.

Conor Quinn is an Associate Security Manager for Accenture, Ireland, specializing in Digital Forensic and Cybersecurity management.  Conor was the first Fulbright TechImpact Scholar with Boston College’s Cybersecurity Programs and is working with Dr. Burrell on varying research projects.

Elizabeth O’Sullivan

Elizabeth O’sullivan

Dr. Liz O’Sullivan leads Cybersecurity Strategy and Innovation at Allstate Northern Ireland. In this role, she leads Allstate’s cybersecurity strategy and an innovation team developing new capabilities in advanced cryptography and cybersecurity analytics. As a Fulbright TechImpact Scholar, Liz will conduct research on cybersecurity policy and governance in financial services at Boston College. Liz’s research will focus on the emerging landscape of security and privacy regulations, with particular emphasis on advances in cryptographic mechanisms and their use to support scalable, real-time, high assurance analytics.

Joseph Stephens

Joseph Stephens

Joseph Stephens is a Cybersecurity Specialist working for the National Cyber Security Centre, a part of the Department of Communications, Climate Action and the Environment. A former Captain in the Irish Defence Forces, his current work focuses on building cyber resilience and capacity in Ireland’s critical national infrastructure. As a Fulbright TechImpact Cybersecurity Scholar, Joe will partake in the BC CPG Program and conduct research comparing the US and EU approaches to cyber resilience in critical national infrastructure.

Through our Applied Research Projects in Cybersecurity for Non-Profits, we work with the United Way and other non-profit organizations to not only assist the non-profits, but to also provide our students with hands-on experience in the development, delivery, and results analysis of an information and cybersecurity assessment process for local non-profit organizations.  This program is in keeping with Boston College's mission of "developing women and men in service with and for others."

Lead Faculty for Applied Research Projects

Listed as a "Woman to Watch 2018” in the technology by SC Magazine (July 2018), Dr. Kelley Misata is a strategic leader and speaker who combines over 15 years in business leadership roles with a passion for facilitating critical conversations around responsible digital citizenship, digital safety, privacy, and freedom of speech online.

Today, she is expanding her groundbreaking dissertation research in the information of non-profits workings with victims of violence into a new nonprofit venture, Sightline Security. Her current role as the Executive Director of The Open Information Security Foundation and past role as Communications Director at The Tor Project allows Kelley to spotlight her expertise in fundraising, advocacy, policy discussions, marketing, training, and outreach activities with an array of stakeholders.

Kelley combines professional and research endeavors with a unique perspective as a survivor of cyberstalking. She continually draws on current trends and conversations in information security and privacy to create strategies that intersect people, process, and technology. Bringing to the table a fearless and unique perspective on privacy and security drives Kelley’s successes in her professional and academic endeavors.

Kevin R. Powers, J.D.

Assistant Professor of the Practice, Boston College Law School & Carroll School of Management

 

Kevin is the founder and Director of the M.S. in Cybersecurity Policy and Governance Program at Boston College, and an Assistant Professor of the Practice at Boston College Law School and in Boston College’s Carroll School of Management’s Business Law and Society Department. With over 20 years of combined law enforcement, military, national security, business, higher education, and teaching experience, he has worked as an analyst and an attorney for the U.S. Department of Justice, U.S. Navy, U.S. Department of Defense, law firms in Boston and Washington, D.C., and as the General Counsel for an international software company based in Seattle, Washington. Along with his teaching at Boston College, Kevin is a Research Affiliate at the MIT Sloan School of Management and he has taught courses at the U.S. Naval Academy, where he was also the Deputy General Counsel to the Superintendent. Kevin also is a Senior Cybersecurity Advisor for Manatt, serves as a Trustee for the Board of Boston College High School, and as a Member of the Boston College Law School Business Advisory Council. From 2016-2017, he was the Panel Lead for the Collegiate Working Group for the U.S. Department of Homeland Security's National Initiative for Cybersecurity Education (NICE). Kevin regularly provides expert commentary regarding cybersecurity and national security concerns for varying local, national, and international media outlets.

 

Joanna Baltes, L.L.M., J.D.

Adjunct Faculty, M.S. Cybersecurity Policy and Governance, Boston College

 

Joanna Baltes is an Adjunct Professor and the Curriculum Coordinator for the M.S. Cybersecurity Policy and Governance Program at Boston College, and a member of the Business Advisory Council for the Cyber and National Security Programs at Boston College’s Woods College. Joanna is a former federal prosecutor at the Department of Justice having served as an Assistant United States Attorney for the Southern District of California, Trial Attorney for the Counterterrorism Section, Detailed Trial Counsel to the Office of Military Commissions in Guantanamo Bay, Cuba, and Counsel to the Assistant Attorney General for the National Security Division.  Her final position with DOJ was as Chief of Staff to the FBI Deputy Director. Since leaving government service, Joanna has been involved in education policy and currently serves as President of the School Board for the Williston Public School District #1 in North Dakota.
