FMS Toolkit

Welcome!  The Aging and Disability Network Toolkit is designed to be your one-stop location for finding information and creating a plan for your program to provide Financial Management Services (FMS) in your participant direction programs.  The field of Participant Direction is growing rapidly, and FMS is a critical component. This toolkit can support your program to provide high quality FMS to participants, workers, vendors, families and other stakeholders.  We will take you through the steps from first considering FMS to having an FMS program in place.

The Aging and Disability Network Toolkit has been created by the National Resource Center for Participant-Directed Services with funds from the Administration for Community Living (ACL) for members of the HCBS Network who want to create participant-directed programs.  This information will be relevant whether you are funded by the Older Americans Act, the Veterans Health Administration, or using a combination of funds.

There are many ways to use the toolkit.  We recommend that you start from the beginning and read through to the end, as there are multiple important details and decisions to make.  However, not everyone’s program is at the same stage of development.  By using the directory below, you can jump from section to section according to what information you are seeking.  One important tool is our FMS Resources section. It includes copies of any forms that are available online and information on how to obtain those that are not.  Furthermore, we have included templates and samples for documents wherever possible.
