INTERNATIONALIZATION IN MEDICAL EDUCATION: THE STATUS OF THE UNITED STATES IN A COMPETITIVE GLOBAL CONTEXT
In collaboration with Anette Wu, Assistant Professor of Medical Sciences and Pathology and Cell Biology, Columbia University Medical Center, CIHE is in the beginning stages of conducting a project that aims to identify the status of the US in internationalization of medical education compared to other countries, and to identify standards and learning objectives.
A STUDY OF INTERNATIONAL STUDENTS’ EXPERIENCES AT THE Lynch School of Education and Human Development, BOSTON COLLEGE
The Center for International Higher Education is conducting a study of international students’ experiences at the Lynch School of Education and Human Development, Boston College. The purpose of this survey is to assess the personal, social, and academic support needs of the Boston College international student population in order to better inform the programs and services within the Lynch School of Education and Human Development.
FAMILY-OWNED/MANAGED UNIVERSITIES: AN UNKNOWN GLOBAL PHENOMENON
In partnership with the Institute for Family Entrepreneurship at Babson College, CIHE has undertaken a project to profile family-owned or managed higher education institutions with respect to their operational contexts, governance structure, ownership culture, and the opportunities and challenges they face as a unique class of institutions. As part of this aim, an emphasis will be placed on providing a comparative discussion of FOMHEI’s using case examples from various national contexts.
CATHOLIC UNIVERSITIES: IDENTITY AND INTERNATIONALIZATION
In collaboration with the Center for Research on Educational Policy and Practice at the Pontificia Universidad Católica de Chile and the Milan-based Centre for Internationalisation of Higher Education, CIHE has received a grant from the Luksic Foundation to undertake a project focused on Catholic universities and the internationalization of higher education. The research team has participated in a conference at the Pontificia Universidad Católica de Chile in January 2016, with additional activities to follow in 2017-2018. In 2018, the project culminated with the publication of a book, Identity and Internationalization in Catholic Universities Exploring Institutional Pathways in Context, that explores the relationship between Catholic identity, mission, and internationalization in Catholic universities of different types and located in different contexts. Internationalization is a key concern for universities working to achieve their goals in different regions of the world but without neglecting their identity. There are many universities that consider themselves related to the Roman Catholic faith and many other universities with Christian affiliations. It is well known that Catholic universities have unique missions, such as the formation of individuals inspired by a religious conviction to serve society and the church. That is why it is imperative to have empirical knowledge to help develop practical and effective policies on central themes such as internationalization, a fundamental part of many universities’ developmental strategies, while paying special attention to each university’s specific context. This book includes sixteen case studies from Latin America, the United States, the Asia Pacific, and Europe, and also includes chapters on regional perspectives on Catholic higher education as well as more specifically Jesuit higher education, the global network of La Salle universities, and internationalization in the United States, Latin America, the Asia Pacific region, and Europe.

DIFFERENTIATED ACADEMIC SYSTEMS FOR THE 21ST CENTURY
This research project was commissioned by the German Körber Foundation and supported by the German Rectors’ Conference (HRK), the association of the German universities, and the Universität Hamburg. It was coordinated by the Center for International Higher Education. The project had several goals. The most important was to provide a comparative analysis of the changing organization of postsecondary education worldwide. The essays, that were combined into a publication and include an overall analysis of global trends by the project organizers, provide background for two conferences to be held in Germany, one for representatives of the German higher education policy community, and the other an international conference of university presidents and rectors - the 2017 Hamburg Transnational University Leaders Council (HTULC). The publication was first published in conjunction with these two events. Afterwards, it will also be issued as a book to be made available electronically without cost to an international audience and probably in printed version as well. Thus, the work done for this project will contribute to international perspective on a key topic of interest to university leadership, policymakers, and researchers.
BOOKS: UNIVERSITY WORLD NEWS AND INTERNATIONAL HIGHER EDUCATION
In the spring 2016, a proposal was put together to gather in book format selected articles published in the last five years as part of University World News and International Higher Education, two leading informative publications in the field of international higher education. Bringing these publications together, the book includes an overview chapter of the recent trends, debates, and discourse globally in the field. Two volumes were released.

CONSULTANCY: INTERNATIONALIZATION OF THE PONTIFICIA UNIVERSIDAD CATÓLICA DE CHILE
In March 2016, the Pontificia Universidad Católica de Chile approved a proposal from CIHE to guide the development of an institutional framework and strategy for internationalization. This project was led by Hans de Wit and saw the delivery of the final report in April 2017.
HIGHER EDUCATION MANAGEMENT TRAINING SCHEMES IN THE FIELD OF DEVELOPMENT COOPERATION
In December 2016, CIHE was awarded a grant from the Foundation for the Promotion of the German Rectors’ Conference (HRK) to undertake a study entitled “State of Play: Higher Education Management Training Schemes in the Field of Development Cooperation.” This study aims to provide an overall picture of the different actors and programs currently in evidence, and to identify future directions and evolving aspects of this work. Ultimately, an enhanced understanding of the many organizations involved in the design and delivery of such schemes, and of their varied approaches, may enable the exchange of experience and good practice among relevant actors worldwide.
INTEGRATING INTERNATIONAL FACULTY INTO THE LOCAL ACADEMIC CONTEXT
This was our latest project in collaboration with the Higher School of Economics in Moscow. This time, we decided to look at the experience of international faculty members in different countries across the globe, including Russia, Saudi Arabia, China and Hong Kong, Kazakhstan, South Africa, Mexico, Estonia and Lithuania, Canada, Brazil, and Germany. Of particular interest are the national and regional regulations that relate to the status of foreign academics, the practices for attracting foreign scholars, and the evaluation of their productivity and effectiveness.
This project resulted in a book published by Routledge.
UNITED BOARD FOR CHRISTIAN HIGHER EDUCATION IN ASIA
Working with the Boston College Global Leadership Institute, CIHE delivered a leadership training program for the United Board (UB) for Christian Higher Education in Asia. The training involved a group of 12 to 15 mid-career faculty and administrators who are participating in UB's Fellows Program. This training session took place at Boston College in July 2016.
GLOBAL UNIVERSITY RANKINGS: IMPACTS ON UNIVERSITIES WORLDWIDE
This project was initiated in 2014 with the National Research University - Higher School of Economics in Moscow. It examines the ways in which institutions in 11 different countries—Australia, Chile, China, Germany, Malaysia, Netherlands, Poland, Russia, Turkey, the United Kingdom, and the United States—have responded to the pressures and opportunities presented by the various major global ranking exercises.
This project resulted in a book published by Routledge early in 2016.
INTERNATIONAL ADVISORY COUNCILS
This research project was conducted by Jamil Salmi, Philip Altbach, and Georgiana Mihut with the support of the World Bank and focuses on mapping the landscape of International Advisory Councils (IACs). IACs represent a growing phenomenon at tertiary education institutions around the world. The IAC trend is situated at the intersection of internationalization, the launch of excellence initiatives, and the increasing involvement of external actors at the governance level of TEIs. To this date, no research was constructed to describe, analyze or theorize IACs. In order to meet this gap, members of IACs and representatives of institutions hosting them were interviewed with the purpose of understanding what IACs are, how they are structured, how effectively they operate, and the driving forces behind them.
This project was the first publication in the CIHE perspective series.
ACE/CIHE BRIEF 6: "ENGAGING WITH EUROPE: ENDURING TIES, NEW OPPORTUNITIES"
International Briefs for Higher Education Leaders is a series sponsored by the American Council on Education’s (ACE) Center for Internationalization and Global Engagement (CIGE), and produced via a close collaboration between ACE and CIHE. The series is aimed at senior university executives who need a relatively quick but incisive perspective on international issues and trends. Each issue focuses on a specific topic or world region, and includes a range of articles authored by experts who explore the main topic from a variety of vantage points. The newest Brief installment (the sixth in the series so far) is titled Engaging with Europe: Enduring Ties, New Opportunities. This Brief was published in Spring 2016, with ACE offering a complementary webinar around the same time.
INVITATIONAL CONFERENCE ON LEADERSHIP OF NEW HIGHLY RESOURCED UNIVERSITIES
CIHE co-sponsored, along with the Skolkovo Foundation in Russia and MIT, an invitation-only conference that was held in February 2016 at MIT for the presidents of 8 new universities around the world that have had major funding—such as the King Abdullah University of Science and Technology in Saudi Arabia that received a $10 billion endowment from the King. Philip Altbach was the co-director of this seminar and research fellow Liz Reisberg was responsible for the preparation and organization of the event. A book is in preparation to share the outcomes of this seminar.
DIÁLOGOS PARA LA EDUCACIÓN SUPERIOR EN AMÉRICA LATINA
CIHE organized jointly with the Universidad del Norte (Colombia) a unique international seminar that gathered 25 experts on higher education in Latin America in Colombia on March 4, 2016. The experts—including CIHE director Hans de Wit and two research fellows Liz Reisberg and Ivan Pacheco—discussed and interacted with the audience about challenges, the future, and the internationalization of higher education in Latin America. 350 participants from across Colombia and some neighboring countries attended that conference, illustrating the uniqueness of the gathering and the need for information and debate about higher education in the region. The three CIHE representatives also participated in an informal summit of these experts, from March 5 to 7 in Cartagena, Colombia to discuss the future of higher education in Latin America, on the initiative of Liz Reisberg. An agenda for further action was established, including the plan for a spin-off of IHE focused on Latin America, with research fellow Iván Pacheco as editor.
5-100 RUSSIAN ACADEMIC EXCELLENCE PROJECT TRAINING
CIHE, in conjunction with the Global Leadership Institute at Boston College, delivered a training session for the 5-100 Russian Academic Excellence Project. This training involved 23 international student recruitment and services officers from select Russian universities. The training session took place over two weeks at Boston College in June 2016. A complementary module will be delivered in collaboration with the Milan-based Centre for Higher Education Internationalisation.
Lynch School FACULTY INTERNATIONALIZATION SURVEY
In the fall 2015, the Lynch School Taskforce for Global Initiatives tasked CIHE with the development, dissemination, and analysis of a survey to assess the internationalization of Lynch School faculty members. The survey was piloted in February 2016 and sent out to faculty members in mid-March 2016. The data collection process lasted a month. The final report for the survey was sent to the Dean of Lynch School and the Taskforce at the end of April. It included a literature review on the internationalization of schools of education, some statistics about experiences abroad of Lynch School undergraduate students, a detailed analysis of the survey results, a SWOT analysis made by the taskforce, and final recommendations to further the internationalization of the Lynch School. A revised version of this report was published in the CIHE Perspectives series in early summer 2016.
INTERNATIONALIZING HIGHER EDUCATION WORLDWIDE - NATIONAL POLICIES AND PROGRAMS
Motivated by a variety of academic, economic, political, and social goals, governments around the world are implementing policies and programs designed to spur higher education internationalization. While reports of such initiatives often appear in the media, typically they are presented on a case-by-case basis—that is, without much reference to how each newly emerging national policy compares with other national policies around the world, and what the landscape of policy initiatives worldwide looks like. The purpose of this study (jointly elaborated by the American Council on Education and CIHE) is to better understand public policies and programs for internationalization of higher education in a comparative context, examine issues of effectiveness, and consider the future and impact of such initiatives going forward.

ACADEMIC INBREEDING AND MOBILITY IN HIGHER EDUCATION: GLOBAL PERSPECTIVES
This project was undertaken in collaboration with the National Research University Higher School of Economics team in Moscow and the resulting book was published by Palgrave Macmillan. Eight countries were chosen to be under scrutinity as experts analyzed the phenomenon of inbreeding in academia: Argentina, China, Japan, Russia, Slovenia, South Africa, Spain, and Ukraine. The book offers national insights on inbreeding: from the desire to avoid it to its utmost necessity in countries with high corruption rates or in smaller systems.

YOUNG FACULTY IN THE TWENTY-FIRST CENTURY
Young faculty are the future of academia, yet without attractive career paths for young academics, the future of the university is bleak. Featuring case studies from Brazil, China, France, Germany, India, Norway, Portugal, Russia, South Africa, and the United States, Young Faculty in the Twenty-First Century is the first book to analyze issues facing early-career higher education faculty in an international context. The contributors discuss how young academics are affected by contracts, salaries, the structure of careers, and institutional conditions. The analyses cover the full spectrum of the academic profession, including part-time jobs and short-term contracts, both in public and private institutions. The book also addresses what universities must do in order to attract young, qualified candidates.
EUROPEAN PARLIAMENT-COMMISSIONED REPORT ON THE INTERNATIONALIZATION OF HIGHER EDUCATION
In mid-May 2013, the European Parliament awarded a tender for a research report on the internationalization of higher education to a consortium led by the Centre for Higher Education Internationalisation (CHEI) at the Università Cattolica del Sacto Cuore, in Milan, and involving the International Association of Universities (IAU) and the European Association for International Education (EAIE). Philip Altbach and Laura Rumbley were invited to join this team. For Philip, this involved being a member of the Internal Peer Review Team for Academic Content; for Laura, this involved being a member of the Internal Peer Review Team for Editorial Quality, as well as the co-author of the country chapter on Spain. The final report was edited by Hans de Wit, Fiona Hunter, Eva Egron-Polak, and Laura Howard.
The project report was published in August 2015.
ACE/CIHE BRIEF 5: INTERNATIONAL JOINT AND DUAL DEGREES: STRATEGY AND IMPLEMENTATION.
Higher education institutions across the United States and around the world are increasingly open to experimenting with new types of international collaborative arrangements and partnerships. One particularly salient example of this trend can be seen in the rising number of international joint and dual degree programs. This issue in the Brief series aims to explore some of the most timely and substantive aspects of this complex form of international engagement. Altogether, the Brief endeavors to provide a concise yet comprehensive picture of both the strategic considerations involved in international joint and dual degrees, as well as practical matters of design, delivery, and sustainability.
THE RATIONALE FOR SPONSORING STUDENTS TO UNDERTAKE INTERNATIONAL STUDY: AN ASSESSMENT OF NATIONAL STUDENT MOBILITY SCHOLARSHIP PROGRAMMES
The Center participated in a research project sponsored by the British Council and the German Academic Exchange Service. The research looks at the reasons why some national governments invest in supporting outward mobility scholarship programmes, and whether or not they evaluate the return on investment.

ACE BRIEF 4 - ARGENTINA, BRAZIL, CHILE - ENGAGING WITH THE "SOUTHERN CONE"
In light of recent programs and initiatives designed to facilitate collaboration between U.S. institutions and their counterparts in the “Southern Cone” region, this edition of the Brief explores higher education in Argentina, Brazil and Chile. Topics include current trends and priorities, government policies related to internationalization, student and scholar mobility to and from the region, and strategies for U.S. institutions seeking to engage with partners in these countries.

WORLWIDE INVENTORY OF RESEARCH CENTERS, ACADEMIC PROGRAMS AND JOURNALS
The third edition of the inventory produced by CIHE was published in 2014 by Lemmens Publishers. The inventory of research centers, academic programs and journals in the world that focus on higher education to foster co-operation between researchers and key stakeholders. The outcome includes 277 graduate programs, 217 higher education research centers and 280 journals.
GLOBAL OPPORTUNITIES AND CHALLENGES FOR HIGHER EDUCATION LEADERS: BRIEFS ON KEY THEMES
The American Council on Education (ACE) and the Boston College Center for International Higher Education (CIHE) launched the publication International Briefs for Higher Education Leaders in 2012. The purpose of the series is to assist campus leaders in their efforts to make sense of a broad and complex set of issues inherent in the internationalization of American higher education today. In an era of “information overload” and in light of the realities of time constraints faced by busy institutional leaders, each Brief publication is organized around one clearly defined topic.
This 2014 book published by Sense features a compilation of the first four briefs in the series covering the key themes of global engagement, China, India, and the “southern cone” in Latin America
INTERNATIONAL HIGHER EDUCATION RESEARCH AND POLICY ROUNDTABLE
On November 2-3, 2013, CIHE hosted at Shanghai Jiao Tong University a meeting of some 30 directors of higher education research centers, as well as policymakers with higher education concerns, from around the world. The purpose of the gathering was to discuss key questions related to the intersections (or disconnections) between policymakers’ needs and interests, and the agendas and outputs of research centers devoted to higher education. The meeting resulted in a “Shanghai Statement,” articulating a series of concerns for the future of higher education research, policymaking, and development. It will also yield (in fall 2014), a special issue of the highly regarded journal, Studies in Higher Education, which will feature the papers produced by the participants as an intellectual foundation for the discussions held at the meeting.

APRIL 5, 2013 SEMINAR, “AT THE FOREFRONT OF INTERNATIONAL HIGHER EDUCATION”
On April 5, 2013, the Center hosted an international symposium to honor the career of Dr. Altbach in his final year before retirement at Boston College. Titled “At the Forefront of International Higher Education,” the symposium addressed many of the changes, trends, and challenges Dr. Altbach has focused on in his career, and indeed developed as areas of inquiry in the field. More than 100 individuals attended this event, from across the BC campus, the local community, and around the world, including representatives from the World Bank, the Ford Foundation, the Institute of International Education (IIE), the Dublin Institute of Technology, and the Kazakhstan Quality Assurance Agency for Education, as well as Harvard University, MIT, Northeastern University, Babson College, and Boston University.

OECD-SPONSORED CONFERENCE AT BC ON “RESEARCH UNIVERSITY NETWORKING FOR DEVELOPMENT”
Working with the Program on Innovation, Higher Education and Research for Development (IHERD) of the Organization for Economic Co-operation and Development, the Center sponsored an invitation-only workshop at Boston College in October 2012 on “Research University Networking for Development.” The two-day workshop brought together 40 experienced scholars and policy analysts as well as emerging experts from 20 countries to focus on the role of research universities in the development process. Many of the papers produced for this event were published as a special issue of Studies in Higher Education (Vol. 38, No. 3, April 2013), co-edited by Daniel Lincoln, a CIHE visiting scholar.
PAYING THE PROFESSORIATE A COMPARISON OF ACADEMIC REMUNERATION AND CONTRACTS IN 28 COUNTRIES
Paying the Professoriate is the first comparative analysis of global faculty salaries, remuneration, and terms of employment. Offering an in-depth international comparison of academic salaries in twenty-eight countries across public, private, research, and non-research universities, chapter authors shed light on the conditions and expectations that shape the modern academic profession. Researchers on the academic profession worldwide analyze common themes, trends, and the impact of these matters on academic quality and research productivity.
This project was undertaken with the National Research University Higher School of Economics in Moscow and lead to multiple publications.
