Biography

As Principal Investigator/Director of the New England AIDS Education and Training Center (NEAETC), part of UMass Medical School’s Center for Health Policy and Research (CHPR), Donna Gallagher works to ensure that individuals living with HIV/AIDS receive state-of the art, compassionate care. To make that happen, she oversees NEAETC efforts to provide a full spectrum of capacity building, technical assistance, mentorship, clinical consultation, education, and training to health professionals throughout New England.

Prior to joining the Center for Health Policy and Research, Ms. Gallagher developed the model for the Harvard Health Plan (HCHP) AIDS Team as well as the Care Model for the Community Medical Alliance (CMS) the first Medicaid HIV HMO in the country.

As Co-Director of the Office of Global Health at University of MA Medical School she works with all departments that are involved in International projects, serves on the Five College Campus International Committee and is working with the many aspects of the UMMS-Liberia project.  Historically she has implemented HIV curricula and training programs in Romania, South America, and several countries in Africa including South Africa, Namibia, Botswana, Swaziland, and Liberia. She often lectures on topics such as the nurse practitioner’s role in HIV/AIDS care, counseling, and testing, palliative care, and workforce expansion by utilizing the strengths of all members of the health care team, leadership training and Management of HIV in the Aging Population.

Ms. Gallagher is an instructor in the Division of Family Practice at UMass Medical School and Instructor in the Graduate Schools of Nursing on both the Boston and Worcester UMass campuses.

Ms. Gallagher received her diploma in nursing from Mt. Auburn Hospital School of Nursing, her bachelor’s degree in Psychology from Emmanuel College, and a master of science in Nursing from Simmons College. She is certified as an adult nurse practitioner is currently completing her Ph.D. at Brandeis University, focusing on HIV and Minority Women.
