ReorganizationHave you heard?  OSP has reorganized.

Since last December, OSP has been working diligently to reinvent itself into a more responsive and efficient operation.  Staff members have been training and cross-training, analyzing processes, developing new processes and restructuring into teams.  OSP is now in the "testing" phase of the reorganization and will fully implement its new operation at the beginning of the new BC fiscal year on June 1, 2007.

The new structure has brought staff expertise in pre-award and post-award administration together into one "Sponsored Project Administration Team."  There are three teams made up of two OSP staff members.  Each team is responsible for a portfolio of schools, departments, centers and institutes.  The teams will provide advice, guidance and support to faculty, researchers and departmental administrators on all sponsored project administrative functions from proposal submission to award closeout.  The new structure also includes an additional team to provide technical assistance to OSP staff on PeopleSoft Financials and reporting.  more

SubcontractSubaward or Consulting Agreement?

OMB A-133 Audit Circular defines a subrecipient as "a non-Federal entity that expends Federal awards received from a pass-through entity to carry out a Federal program, but does not include an individual that is the beneficiary of such a program."  In this context, a subrecipient does not include individuals or vendors.  Individuals are considered consultants and vendors are entities that provide goods or services.  more


    How to process summer salary

    • Summer salary is paid to faculty members who are working on grants during the months of June, July, or August.
    • Monthly summer salary rates cannot exceed 1/9 of the 2006/2007 academic year salary.
    • Summer salary must be paid on a "summer salary" ECR. If receiving summer salary for the first time a hire form must be processed.  more

    AuditUpcoming A-133 Audit

    OMB Circular A-133 is the Federal government policy requiring an annual independent audit of institutions of higher education spending $500,000 or more in federal awards during a fiscal year.  The Office for Sponsored Programs has been notified that auditors from PricewaterhouseCoopers (PwC) will arrive at the end of April to begin testing for the FY2007 A-133 audit.

    PwC will select transactions on a number of grants and contracts.  Their review will include payroll, equipment, travel, consultant, and other direct cost charges.  PwC will also test other compliance areas such as cost transfers, award documents, reporting, cash management, and time and effort reporting.  more


    Two new programs from the National Institutes of Health

    The 2007 NIH Director's New Innovator Awards (DP2)

    The New Innovator program extends the concept of the NIH Director's Pioneer Awards to support new investigators of exceptional creativity who propose innovative approaches that have the potential to produce an unusually high impact on significant problems in biomedical and behavioral research.  The NIH Director's New Innovator Awards will provide grant support to highly innovative new investigators who have not yet obtained a traditional R01 grant.  more
