The Office of Management and Budget (OMB) issued on December 26, 2013 “Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards; Final Rule” (2 CFR Chapter I, Chapter II, Part 200, et al.). On December 19, 2014 the OMB issued the interim final rule Code of Federal Register Vol. 79 No. 244 which listed technical corrections to the prior issuance. On September 10, 2015, the OMB issued technical corrections to the Uniform Guidance (2 CFR Part 200) in the Federal Register Vol. 80, No. 175. In addtion to the technical corrections, the notice allows a grace period of two fiscal years for non-Federal entities to implement changes to their procurement policies and procedures in accordance with the Uniform Guidance procurement standards.
The electronic Code of Federal Regulations (e-CFR) was updated on September 10, 2015 so that 2 CFR, Part 200 includes the complete Uniform Guidance, with the technical corrections included.
NOTE: Per OMB’s website, “Final Guidance has been issued that, upon implementation, will supersede requirements from OMB Circulars A-21, A-87, A-110, and A-122 (which have been placed in 2 C.F.R. Parts 220, 225, 215, and 230); Circulars A-89, A-102, and A-133; and the guidance in Circular A-50 on Single Audit Act follow-up.”
