Michael C. Barth, PhD
Economist and Independent Consultant
Michael C. Barth is an economist and independent consultant in Washington DC. He is currently working with the Council on Adult and Experiential learning on the Tapping Mature Workers project. Dr. Barth was Executive Vice President of ICF International. While at ICF, he was Director, Healthy Steps for Young Children, a national initiative to build a focus on behavior and development into primary pediatric care. Dr. Barth has been the liaison between the National Healthy Steps program and medical practices, hospitals, and health insurers throughout the country. Dr. Barth also led the development of an obesity primary prevention effort to be implemented in obstetrics, pediatrics, and family medicine practices. . Prior to joining ICF, he was Deputy Assistant Secretary for Income Security Policy, United States Department of Health and Human Services. He has taught labor economics, human resources economics, economic theory, principles of economics, and statistics at the University of Wisconsin and the City College of New York. Listed in Who's Who in America, Dr. Barth is the author of more than 30 publications in professional journals and books. He received a B.A. from Harpur College of Binghamton University, an M.A. from the University of Illinois, and a Ph.D. in economics from the City University of New York.
