Panel Discussion on 21rst Century Warfare

BCLaw Hosts Panel Discussion: 21st Century Warfare 9/25/01-- In a response to the recent terrorist attacks on the United States, the Boston College Law School International Law Society and the Veterans Association recently co-sponsored a discussion panel titled "21st Century Warfare--Legal Considerations and Operational Methods of Responding to Terrorism."

The discussion drew a full house in room 120 of the East Wing and involved an animated discussion on the intricacies of war and the laws that inform the declaration of war, as well as how members of the government's legal team work behind the scenes during a military operation. The discussion also involved the distinction between war (conflict of states) and crime (conflict of individuals), and the blurring line separating the two concepts as a result of the recent terrorist attacks.

The panel brought together five experts in various areas of the law and military combat; BCLaw Professor Emeritus Arthur Berney, an expert in constitutional law; BCLaw Professor Dan Kanstroom, expert in international and criminal law; Fletcher School Professor Al Rubin; Colonel Hy Rothstein of the U.S. Army (ret.); and Colonel Steven Wright of the U.S. Air Force.
