"North Korea today is home to one of the gravest human rights crises the world has seen. Starvation, political and religious oppression, restrictions on movement, isolation from information, and an institutionalized system of concentration camps are just some of the many state-sponsored mechanisms of human rights violatiNovember 14, 2006

Out of a population of 23 million North Koreans, over 13 million are malnourished. 200,000 citizens are dying as we speak in North Korea’s concentration camps- camps that have claimed 400,000 lives in past years. Nearly 400,000 North Korean refugees have managed to escape to China- but when captured and repatriated, are subject to severe punishment, torture, or even death. Reports of forced abortions and infanticide upon women who return pregnant are widespread.

There is a wealth of information- refugee testimony, NGO reports and government and media studies on the situation in North Korea.

Recently, the European Union, the United States, and Japan introduced and sponsored a new resolution for the United Nations General Assembly, the strongest resolution to date, condemning the human rights situation within the DPRK.

The resolution notes that the DPRK is party to major international agreements and conventions, including:

  • The International Covenant on Civil and Political Rights
  • The International Covenant on Economic, Social and Cultural Rights
  • The Convention on the Rights of the Child
  • The Convention on the Elimination of All Forms of Discrimination against Women

As a State Member of the United Nations and a party to these conventions, the DPRK has an obligation to “promote and protect human rights and fundamental freedoms and to fulfill the obligations that they have undertaken under the various international instruments.”

The resolution expresses concern that the UN Special Rapporteur on Human Rights in the DPRK has not been permitted access to the DPRK, on the reports of “systemic, widespread and grave violations on human rights”, and the humanitarian situation in the country. It calls for the DPRK to implement measures urged by various UN bodies regarding improvement of these situations, and requests the Secretary-General designate Ban Ki-Moon to submit a comprehensive report on the human rights situation in the DPRK at the next session of the General Assembly."
