Mr. Contreras is the Administrator for the Oregon Student Assistance Commission's Office of Degree Authorization (ODA). The ODA administers laws, standards, and services that seek to ensure the quality of higher education and the integrity of academic degrees as public credentials.

Dr. Johnstone is director of the International Comparative Higher Education Finance and Accessibility Project at the State University of New York at Buffalo. Dr. Johnstone has been the Chancellor of the State University of New York System and president of the State University College at Buffalo.

Dr. Peterson is the executive director of the Council for International Exchange of Scholars (CIES)the Fulbright Programin the United States. Dr. Peterson has also been president of several American universities.
