By examining the debates and policies concerning admission to higher education in California and more broadly in the United States, Douglass argues that access and equity are currently being diminished and that this has potentially negative implications for the future of American higher education and for the competitiveness of the American economy as well. The book is a combination of a careful case study of the University of California and its policies concerning admissions and access over time, and a broader consideration of trends of privatization and related trends in American higher education.

Historian Sommerville argues that American universities have secularized over the past century and now trivialize religion and the broader tenets of Western civilization. He goes on to state that they have, as a result, lost their moral compass and no longer contribute as effectively to understanding the central societal issues of the 21st century. Universities, he argues, should take religion seriously.
