Higher Education and Science in Latin America. Ned Strong. LASPAU. 2005
The fundamental role of universities in today’s word is identifying, understanding, and resolving social, economic, and scientific challenges that face the world. There is no question that these pursuits, done well, require multidisciplinary, multinational, and interdependent networks and relationships. The time to expand exchanges to address these issues could not be more immediate.But, major barriers exist to meet the challenges facing our region. A few slides illustrate the challenges facing science and higher education in developing nations in the Western Hemisphere.

New Markets for Meeting Old Needs: US Distance Education and Developing Countries. Winthrop Carty. LASPAU. 1999
This paper analyzes the broad context and covers practical applications for delivering distance education in countries of the developing world. We begin by examining market trends in global higher education and continue by reviewing existing distance-education activity in developing countries. This is followed by a discussion of the conditions -- from the pedagogical to the technological-- under which U.S. universities can conduct international distance education in that part of the world. Finally, this report concludes with recommended strategies for engaging people and institutions on behalf of mutually beneficial distance education programs that target or include developing countries.

 Brazil

Higher Education in Brazil: Challenges and Options, Lauritz Holm-Nielsen, Michael Crawford, Birgit Zischke, and Samia Benbouzid, 2001
This paper was prepared for the World Bank for HIgher Education in Developing Countries: Peril and Promise. Brazil has put significant resources into developing its higher education system over the past three decades. As a result, a system has evolved in which some institutions have achieved recognizable excellence in teaching and research, while, more generally, the majority of institutions have struggled to provide relevant, quality education at reasonable cost. Looked at in isolation, certain parts of the system are sound and productive. Taken as a whole, the system still has a number of large challenges to overcome.

ANUIES represents the interests of academics and administrators with national governmental bodies and leaders and with international organizations.

Red de Investigadores sobre la Educacion Superior (RISEU), Universidad Nacional Autonoma de Mexico
Riseu (Network of Researchers on Higher Education) is integrated by academics dedicated to the study of higher education. The RISEU members are from Mexico, Latin America, Spain and another countries. The main objectives are to embody to the researchers and scholars dedicated to the systematic study of higher education; to constitute a space of academic interlocution; to spread important texts about higher education policies and; to support the investigation through the development of documentary resources.
