Study says: make European higher education more attractive worldwide
Funded by the European Commission's Directorate General for Education and Culture following an open call for tender, the study was carried out between November 2004 and December 2005 by the Academic Cooperation Association (ACA). Its purpose was to investigate the perception of European higher education in other parts of the world, to identify some key messages for a "European brand" in the field of higher education and to reflect on how to make Europe a more attractive place to study. The study was based on large-scale surveys and interviews with students and other stakeholders in six target countries (China, India, Mexico, Brazil, Russia, and Thailand) as well as, online, worldwide.

The Center for Higher Education Policy Studies (CHEPS)
CHEPS is an interdisciplinary research-institute located at the faculty of Public Administration and Public Policy of the Universiteit Twente, the Netherlands. Since 1984, CHEPS has undertaken and published a considerable amount of research on higher education especially at system and institutional levels.     UNESCO-CEPES: European Centre for Higher Education.
    The European Centre for Higher Education/Centre Europ?n pour l'Enseignement Sup?ieur) was established in September 1972 with a view to promoting co-operation in higher education among Member States of the Europe Region (the countries of Europe, North America, and Israel). The activities of the Centre are focused foremost on higher education in Central and Eastern Europe and the Director of UNESCO-CEPES also serves as the Representative of UNESCO in Romania. This site offers publications for purchase as well as complete PDF text on-line for many recent monographs and papers.

    European Universities Association
    The European University Association, as the representative organisation of both the European universities and the national rectors' conferences, is the main voice of the higher education community in Europe. EUA's mission is to promote the development of a coherent system of European higher education and research. EUA aims to achieve this through active support and guidance to its members as autonomous institutions in enhancing the quality of their teaching, learning and research as well as their contributions to society. This site includes a wealth of publications about trends in higher education in Europe.

    Eurydice
    The information network on education in Europe, Eurydice has since 1980 been one of the strategic mechanisms established by the European Commission and Member States to boost cooperation, by improving understanding of systems and policies. Since 1995, Eurydice has also been an integral part of Socrates, the Community action programme in education. Eurydice is an institutional network for gathering, monitoring, processing and circulating reliable and readily comparable information on education systems and policies throughout Europe. Particulary useful are the country profiles available at this site. Most publications are available in multiple languages.

    Civic Education Project
    The Civic Education Project (CEP), an international non-profit organization, has supported grassroots efforts to reform higher education in Central and Eastern Europe and Eurasia since 1991. In 2004 CEP completed its work in Europe and Eurasia and is now taking its highly successful programs to other world regions.

      Quality Assurance

    ENQA produces two series of publications dealing with the developments in the European quality assurance: Occasional Papers and Workshop Reports. This page contains the latest publications of ENQA in PDF Format including the following titles:

  • Mapping External Quality Assurance in Central and Eastern Europe. (01. Jun. 2006)
    Mapping external quality assurance in Central and Eastern Europe is a report by the Central and Eastern European Network of Quality Assurance Agencies in Higher Education (CEEN). It presents the results of CEEN member surveys that charted how far the member agencies matched up to the good practice described in the Standards and Guidelines for Quality Assurance in the European Higher Education Area. The report was published in the series of ENQA Occasional papers.
  • Standards and Guidelines for Quality Assurance in the European Higher Education Area (04. Mar. 2005)
    ENQA has produced, in co-operation and consultation with its member agencies and the E4 Group (ENQA, EUA, EURASHE and ESIB) this important report that was submitted to the European Ministers of Education meeting in Bergen in May 2005.
  • The Quality Convergence Study (QCS). (2005)
    The Quality Convergence Study (QCS), a follow-up to the ENQA Survey on Quality Procedures in Higher Education, has been published in the series of ENQA Occasional papers. It examines the possibilities for convergence of national quality assurance systems in Europe through six samples.

    Switzerland Approves Constitutional Changes to Harmonize Higher Education Across Cantons

    The changes, which supporters say will create greater transparency, ensure common quality standards, and encourage increased mobility by students, encompass all levels of the educational system. Switzerland's federal system gives the states, called cantons, overall responsibility for educational matters, and the country's 10 universities are controlled and financed predominantly by the canton in which they are located, although other cantons and the federal government contribute as well.

    Implementation of the Bologna Process
    The implementation of the Bologna process at Swiss institutions should be seen in the wider context of the far-reaching reforms currently under way for the entire higher education sector that will be put into place by 2008. The main goals are to improve the position of Swiss higher education in the international context, to simplify the highly complex mechanisms of cooperation between federal and cantonal authorities in steering the higher education system, and to enhance transparency and efficiency regarding institutional cooperation and allocation of resources.
