Higher education institutions (HEIs) make a significant contribution to economic, social and cultural development in their cities and regions. In 2004-2007, IMHE, in collaboration with the OECD Public Governance and Territorial Development Directorate, conducted a comparative review of regional engagement of higher education institutions in 14 regions across 12 countries.

Based on research and intensive discussion and hearings over a two-year period the Task Force on Hgieher Education and Society (conveneed by The WOrld Bank and UNESCO) concludd that without more and better higher education, developing countries will find it increasingly difficult to benefit from the gloabl knowlege-based economy.
