Step One: Creating Your Webspace
First, let's check to see if you didn't already activate your web account when you first edited your Agora information way back when. Open up a web browser (I'll be using Netscape 4.61 for this but if you use Internet Explorer instead good for you! Netscape is fine though). After opening up your address type in this:
http://www2.bc.edu/~[username]
Replace [username] with the same name you use to enter the Agora or to check your mail. Like, for me my address is http://www2.bc.edu/~gritzb.
If a webpage opens up, then good job your account is already made and you can skip to the next step. But, if you get an error like,

or a 404 error, then that means your page is not made yet. To fix this, log into your account on the Agora. Then, on the pull-down menu, select "Create a Personal Web Account," it's near the bottom.

From there you should get a screen that has a bunch of DOs and DONTs.
Read that over, then at the bottom click on "I accept these conditions." You will now be taken to a new screen that looks something like this:

Punch in your user name and PIN number, and click on "Generate Account." Congrats! With the showing of a screen like this:

Your account is now activated. Time for step two.
